The Program Committee of the Twenty-fourth International Joint Conference on Artificial Intelligence (IJCAI-15) invites the submission of original technical papers for the conference, to be held in Buenos Aires, Argentina, from July 25th to August 1st, 2015. Submissions are invited on significant, original, and previously unpublished research on all aspects of artificial intelligence. Over the past forty years, IJCAI has enjoyed tremendous success in bringing together the international AI community in communicating and celebrating the achievements and advances of artificial intelligence research and practice. With the current explosion of Artificial Intelligence in all walks of life, this year’s IJCAI conference will have even more to celebrate!

A theme of IJCAI-15 is Artificial Intelligence and Arts. This theme will highlight AI’s increasingly important role in how we create, discover, disseminate, learn and appreciate arts.

THE LOCATION: BUENOS AIRES AND ARGENTINA

South America has never before hosted an IJCAI conference, and Buenos Aires is surely an ideal choice for this landmark event. As a key cultural centre in South America, the City of/ one of the most important and dynamic business and intellectual centres of the region. Buenos Aires has incredible food and wine, innovative and exciting young designers, and a thriving cultural scene. This zest for life makes Buenos Aires one of Latin America's essential destinations.

IJCAI-15 will take place close to the downtown area of Buenos Aires. Attendees will find an outstanding modern conference venue, close to many restaurants, with a vibrant street life. And of course, since a visit to Buenos Aires would be incomplete without a visit to the famous Boca neighbourhood and taking in a tango show, we have planned an exciting social program including both.

SUBMISSION DETAILS

*New* We have reached an agreement with most major conferences to jointly filter out similar papers that are submitted to multiple conferences without notifying the organizers.  Please note that multiple submission are not allowed.

Submitted papers must be formatted according to IJCAI guidelines and submitted electronically through the IJCAI 2015 paper submission site. Full instructions including formatting guidelines and electronic templates are available on the IJCAI 2015 website: /call-for-papers. Submission is only electronic using the IJCAI 2015 paper submission software linked above.

We do not accept supplementary materials to extend the paper in IJCAI 15

Papers will be accepted for either oral or poster presentation, or both. However, no distinction will be made between accepted papers in the conference proceedings. At least one author of each accepted paper is required to attend the conference to present the work. Authors will be required to agree to this requirement at the time of submission.

The paper title, author names, contact details, and a brief abstract must be submitted electronically by February 8, 2015 (11:59 UTC-12). All technical papers are due electronically on February 12, 2015 (11:59 UTC- 12). Submissions received after the deadline or that do not meet the length or formatting requirements will not be considered for review (see the PAPERLENGTH AND FORMAT section below). No email or fax submissions will be accepted. Notification of receipt of an electronically submitted paper will be emailed to the designated contact author soon after receipt. If there are problems with the electronic submission, the program chair will contact the designated author by email. The designated author will be emailed notification of acceptance or rejection by April 9, 2015. Authors will also be able to respond to preliminary reviews during the period March 10-16, 2015. Guidelines for such responses, along with details of the reviewing process will be posted on the IJCAI 2015 website. Camera-ready copy of accepted papers must be received by May 2, 2015.

Papers for a specific track must be submitted to that track. The chairs  reserve the right to move a paper from one track to another. 

RESUBMISSIONS OF SUBSTANTIALLY IMPROVED AAAI-15 PAPERS

Similar to AAAI-15, IJCAI-15 will introduce a new mechanism for authors to submit substantially improved versions of their declined AAAI-15 submissions together with a cover letter that explains how their revised submissions address the AAAI-15 review comments. The cover letters will be taken into consideration in the review process. This new mechanism applies to all IJCAI-15 tracks.

To flag a submission as a resubmission, please upload a cover letter as an attachment to the submission. The cover letter is required: (1) to be in pdf format, and (2) to start with the identification of the corresponding AAAI-15 paper by listing its title and AAAI-15 submission number. The content of the cover letter then needs to explain how the new submission addresses the comments of the reviewers of the AAAI-15 declined submission. There are no page limits or formatting requirements but we recommend not using more than 2000 words to be effectively processed by the reviewers. The authors should take care to not disclose their identity to maintain the integrity of the double-blind review process.

IJCAI-15 will use the same mechanism to assign reviewers to all submissions, independently of whether they are resubmissions or not. Thus, it would just be a coincidence if one or more reviewers had also reviewed the AAAI-15 submission.
IJCAI-15 will inform the reviewers of a resubmission and will make available to them at the start of the review process: (i) the corresponding cover letter, (ii) the declined AAAI-15 submission, and (iii) the anonymous AAAI-15 reviews and ratings (but not the discussion among the previous reviewers).

The reviewing process then proceeds in the same way as for other IJCAI-15 submissions and uses the same review criteria. Please, keep in mind that the high standards of IJCAI apply to all submissions, including the resubmissions, and note that all decisions are solely made by IJCAI-15.
Finally, please note that authors of declined AAAI-15 submissions can, alternatively, choose to resubmit their revised papers as regular submissions, simply by not attaching a cover letter.  These papers will be treated as new submissions.


AI AND THE ARTS
IJCAI-15 will include a special track around the theme of “AI and the Arts”. This will include social activities around this theme, as well as a scientific track. Details will be made available on the conference website.

CONTENT AREAS
When submitting their abstract, authors will be required to choose at least two and at most four content area keywords. General categories should only be used if specific categories do not apply or do not accurately reflect the main contributions. Each keyword is placed within one of ten major areas; however, many of the keywords cut across multiple areas, and authors should feel free to select keywords from multiple areas.

The IJCAI-15 program will also include a Machine Learning Track, a Knowledge Representation Track and a Computational Sustainability Track.  Call for papers for these special tracks will be available on IJCAI-15 Website.

POLICY ON MULTIPLE SUBMISSIONS
IJCAI 2015 will not accept any paper that, at the time of submission,is under review for or has already been published, or accepted for publication, in a journal or another venue with formally published proceedings. As a rule of thumb, authors should regard any publication with an ISBN or ISSN as a formal publication. Authors are also required not to submit their papers to venues with formal publication during IJCAI-15 review period. These restrictions are not intended to apply to workshops and similar specialized presentations with a limited audience and without published proceedings. Authors will be required to confirm that their submissions conform to these requirements at the time of submission.

CONFIDENTIALITY POLICY
All submissions will be treated in strict confidence until the publication date.

CONFLICT OF INTEREST POLICY
All people involved in the IJCAI 2015 review process adhere to the IJCAI conflict of interest policy. Details can be found at https://www.ijcai.org/aboutijcai.php

PAPER LENGTH AND FORMAT
Submitted technical papers must be no longer than seven pages in total: six pages for the main text of the paper (including all figures but excluding references), and one additional page for references. Note that the references page should only include references. For accepted papers, up to two additional pages may be purchased at a price of $275 per page, but note that at the time of submissions, papers should adhere to the guidelines above: 6 pages for main text plus one page for references. Papers must be formatted according to posted IJCAI 2015 guidelines, which will be available on the conference website (the style will be essentially that of previous IJCAI conferences). Papers must be formatted for letter-size (8.5 x 11) paper. Electronic templates for the LaTeX typesetting package, as well as a Word template, that conform to IJCAI 2015 guidelines will be made available at the conference website.

Authors are required to submit their electronic papers in PDF format. Files in Postscript (ps) or any other format will not be accepted.

Over-length papers will be rejected without review.

In order to make blind reviewing possible, authors must omit their names and affiliations from the paper. Also, while the references should include all published literature relevant to the paper, including previous works of the authors, it should not include unpublished works. When referring to one’s own work, use the third person rather than the first person. For example, say “Previously, Foo and Bar [7] have shown that...”, rather than “In our previous work [7] we have shown that...”. Such identifying information can be added back to the final camera-ready version of accepted papers.

REVIEW PROCESS
Papers will be subject to blind peer review. Selection criteria include originality of ideas, correctness, clarity and significance of results and quality of presentation.

The review process will include the opportunity for authors to see the reviews of their papers and to respond to technical questions raised by the reviewers before discussion starts within the Program Committee.
